
BHISHO – The Eastern Cape Department of Transport has placed senior official Phelisile Oubrey Melane on precautionary suspension following an internal investigation into his appointment within the department.
The investigation focused on Mr Melane’s appointment as Deputy Director: Employee Relations. According to the department, it withheld public comment while the investigation was underway to protect the integrity of the process and ensure fairness to all parties involved.
Investigation Completed
The investigation was launched on the instruction of the Head of Department and was led by the department’s Chief Risk Officer through an independent fact-finding process.
The inquiry examined the recruitment and selection process, verified the qualifications submitted during the appointment, and reviewed documentary evidence and representations from those involved.
Precautionary Suspension
Following the findings, the Head of Department initiated the process of placing Mr Melane on precautionary suspension pending disciplinary proceedings.
The department said the suspension is intended to protect the integrity of the disciplinary process and prevent any interference with the proceedings.
In line with public service regulations, Mr Melane will remain on full remuneration during the suspension and will be afforded the opportunity to exercise his right to a fair disciplinary process.
More Disciplinary Action May Follow
The investigation also identified other officials whose conduct may require disciplinary action.
The department said appropriate administrative and disciplinary measures are being considered. It added that further precautionary suspensions may follow. However, the identities of the officials will not be disclosed at this stage to ensure procedural fairness and protect the ongoing processes.
