
The response comes after learners contacted EC News Live, alleging they had gone for several months without receiving their stipends despite continuing with their workplace training.
They also raised concerns about a lack of communication from the academy’s project management.
According to the learners, repeated attempts to obtain clarity on the delayed payments have yielded little information, leaving many in financial distress.
After receiving the complaint, EC News Live approached HWSETA for comment.
In a written response dated 1 July 2026, HWSETA confirmed that stipend payments to learners in both the Eastern Cape and Gauteng had been delayed. The authority said it is actively working to resolve the matter and expects to process payment to the training provider by 9 July 2026.
HWSETA said Candiz Training Academy is responsible for submitting accurate and timely information to facilitate stipend payments. It added that the academy has been directed to communicate proactively with affected learners and keep them informed about the status of their payments.
The authority further stated that it takes the wellbeing of learners seriously and will continue monitoring the matter until it is resolved. It also undertook to meet with affected learners to explain the reasons for the delays and outline measures aimed at preventing a recurrence.
EC News Live has also sought comment from Candiz Training Academy and will publish its response once received.
